The Job of the Doctor is to keep you happy. When you bribe him, your happiness is increased to 100% and you cannot loose Happiness anymore. This effect stays, until the end of the actual game or until you fire the doctor.
You can hire him with the last supply item in "Happiness". The price for the Doctor is 3,000. You have to pay it when you bribe him, but also if you want to beat him up. The monthly bribe for the Doctor is also 3,000.
